The opt-in paradox
For many years, emergency communication strategies have focused heavily on encouraging residents to sign up for alerts. The model is familiar:
- Register
- Provide contact details
- Select preferences
- Receive notifications
These systems provide an important capability. They can actively interrupt people and draw attention to an urgent threat. They should remain a critical component of emergency communications.
But they also create an unintended problem. Potentially life-saving public information can become dependent upon whether an individual has previously registered for a particular service.
This is increasingly inconsistent with how people expect to access information in the digital world. When people want information about weather, traffic, road closures, schools, utilities or government services, they generally do not expect to register before they can access it. They search for it, visit a trusted website, follow a link or scan a QR code.
Emergency information should be at least as accessible.
From “sign up to know” to know where to look
Traditional opt-in programmes require emergency-management agencies to continuously educate the community: sign up for emergency alerts or you may not receive important information.
This creates an ongoing communications burden. Residents move, phone numbers change, visitors arrive, tourists do not know the local system exists, and many people simply never complete the registration process.
There is another approach:
When something is happening, go to your trusted local government website.
Instead of educating people primarily about how to subscribe, communities can also educate them about where authoritative information will always be available.
This reflects normal internet behaviour. People already understand that a city, town or county website is a place to obtain official information. A persistent Alert & Incident Map can turn that website into an easily accessible source of current emergency information — without requiring an account, app download, subscription or disclosure of personal information.
Two different communication functions
The issue should not be framed as SMS versus web-based communication. The technologies perform different functions and are stronger when used together.

Effective when people need to be interrupted immediately. However, access depends upon the person being identifiable and reachable through the communication channel.

The individual does not need to be known to the emergency-management agency. They simply need access to the internet, or to someone who can access the information on their behalf.
Push people to information — then keep it available
The strongest model combines both approaches.

In this model, SMS is not replaced. Instead, SMS becomes one of several mechanisms for bringing attention to authoritative information.
A 160-character message cannot realistically communicate everything a person may need to understand about an evolving emergency. A persistent web destination can provide geography, instructions, road closures, evacuation areas, shelters, photographs, updates and eventually the all clear.
Most importantly, the information remains available after the initial notification has disappeared from the person’s screen.
Emergency information should not disappear
Emergencies are rarely single-message events. Conditions change. Evacuation areas expand. Roads close and reopen. Shelters become available. Warnings are downgraded. Recovery begins.
Yet many emergency communications remain structured around individual notifications. A persistent Alert & Incident Map changes the information model from a sequence of disconnected messages into a living representation of the incident.

The visitor problem
Opt-in systems are particularly challenging for people outside the permanent resident population. A tourist, commuter, contractor, university student or person visiting family may be physically inside an affected area but have no knowledge of the local emergency notification service.

From subscriber reach to public reach
The traditional question has often been: how many people have signed up for our alerts? A broader question may be: how easily can anyone in our community access authoritative emergency information?
Both matter. Emergency-management agencies should continue developing strong push-notification capabilities through SMS, email, phone, mobile notifications and emerging technologies. But these systems should be complemented by an open, persistent public information layer accessible through the organisation’s most trusted digital asset: its official website.
The objective is not to eliminate opt-in emergency alerts. It is to eliminate opt-in as a prerequisite for access to potentially life-saving public information.
